About this opportunity
The United States Air Force through Air Force Sustainment Center (AFSC) at Tinker Air Force Base anticipates issuing a solicitation on or about June 22, 2026 for remanufacture of F-16 heat exchangers under a total small business set-aside, with a response closing date of August 5, 2026. The procurement is a firm fixed-price requirements-type contract spanning five years: a three-year basic period plus one two-year option period.
The requirement specifies 80 units total (Part Numbers 764967-5 and/or 764967-7) with delivery of 8 units every 30 days to DLA Distribution Depot Oklahoma. Remanufacturing encompasses complete disassembly, cleaning, inspection, maintenance, core manufacturing, reassembly, testing, and finishing to return items to like-new condition per Technical Order 15A4-85-3. All core manufacturing work (chapters 7 and 8 of TO 15A4-85-3) must be performed in-house; subcontracting is unacceptable and will be validated during the Initial Production Evaluation.
Contractors must establish quality systems, parts control programs, special tools and test equipment with calibration documentation, supply chain risk management plans addressing continuity of operations, foreign influence and cybersecurity, and Item Unique Identification marking per MIL-STD-130. An Initial Production Evaluation must be completed within 60 calendar days of the first delivery order using three units in specified conditions. Qualified vendors proceed under the main effort; unqualified vendors must submit a Source Approval Request package to the Source Development, Small Business Office at 405-739-7243. A surge capacity plan allowing up to 20 percent above best estimated quantities is required. Documentation must be maintained for five years including maintenance data sheets, test data sheets, quality acceptance reviews, and parts replacement records by serial number.
