About this opportunity

The United States Air Force through Air Force Sustainment Center at Tinker AFB is seeking to procure remanufacturing services for B-52 Air Heat Exchanger components under NSN 1660-00-856-9302, Part Number 175282-2. The contractor must provide all labor, facilities, equipment, and materials necessary to remanufacture these air-to-air cooling heat exchangers, which serve as pre-cooler components in the B-52 aircraft's environmental system. This procurement has strict qualification requirements, and prospective vendors without previous qualification must submit a Source Approval Request package to demonstrate their capabilities. The Air Force intends to issue the formal solicitation on or about July 15, 2025, with proposal responses due approximately September 2, 2025. Interested parties have until July 15, 2025, to submit written responses to this pre-solicitation notice, and all questions must be submitted in writing via email to the designated contracting personnel.

This opportunity does not utilize any set-aside designations and is structured as a firm fixed-price requirements contract with Best Estimated Quantities over a 5-year period, consisting of a 3-year base period and one 2-year option. The procurement requires delivery of one remanufactured unit every 30 days after receipt of order, with the heat exchangers measuring 18" x 9" x 30" and weighing 19 pounds each, constructed of stainless steel. The contract includes three line items: the primary remanufacturing requirement, over-and-above work to be negotiated, and data requirements that are not separately priced. Based on the notice's indication of qualification requirements and engineering source approval needs, this appears to be a sole-source follow-on procurement targeting vendors with existing unique design capabilities and manufacturing knowledge for these specialized aircraft components. The procurement falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing.
