About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center, located at Tinker Air Force Base, is conducting market research to identify potential sources for the remanufacture of B-1B Wing Sweep Actuators (Part Number 5004118C, NSN 1680-01-251-4529). This pre-solicitation notice is not a formal solicitation but rather a Sources Sought Synopsis (SSS) issued under FAR Part 10 to determine the competitive landscape and whether the requirement should be set aside for small businesses. Interested vendors must select the "Add Me to Interested Vendors" button by November 18, 2025, to participate in this market research effort. The remanufacturing process must return actuators to a like-new condition through disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing, with 100% replacement of specified consumable parts. Key contract requirements include developing a supply chain risk management plan, providing a Continuity of Operations Plan, implementing cybersecurity measures, disclosing any foreign ownership or influence, and ensuring quality acceptance by DCMA at the remanufacture site. The government will evaluate responses to determine the best acquisition strategy and will use collected information to assess market competition rather than to award a contract based on this market research effort.

This market research initiative has no set-aside designation at this time, though the government is actively seeking responses from all business categories, including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Women-Owned Small Businesses. No incumbent contractor or current award value has been identified in the available documentation. Potential sources must submit a comprehensive Source Approval Request (SAR) package and achieve qualification under the Repair/Remanufacture Qualification Requirement (RQR) 848, which requires maintaining quality assurance certifications such as AS9100 or ISO 9001:2015 and demonstrating technical proficiency to repair items to original equipment manufacturer or Department of Defense standards. The government does not currently have associated technical data available to provide to potential sources, meaning interested vendors may need to independently acquire necessary technical documentation. Inquiries should be directed to the AFSC Small Business Office at afsc.sb.workflow@us.af.mil, and business information can be submitted electronically through DoD SAFE. No funds are currently available to support this market research effort, and no contractual commitment exists based on this pre-solicitation notice.
