About this opportunity

Naval Air Systems Command intends to negotiate and award a sole-source, firm fixed price contract with Eaton Mission Systems Division, Davenport, Iowa for relocation and qualification of FLU-8B/P Automatic Inflation Device manufacturing, with responses due by June 28, 2026.

The FLU-8B/P is a critical safety item that automatically inflates aircrew life preservers upon immersion in water after egress from ejection seat equipped aircraft, utilizing an electro-explosive primer to activate a CO2 cylinder. Manufacturing is transitioning from Eaton Mission Systems Orchard Park (CAGE 04577) to Eaton Mission Systems Davenport (CAGE 99251). The contractor must relocate manufacturing operations, validate production capability, and deliver first article test samples for the qualified FLU-8 design (Eaton PN 1812-173-02).

This procurement is justified under FAR Part 6.302-1 (only one responsible source). The government does not possess or cannot provide the technical data package and drawings necessary to manufacture the item.
