About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center has issued a Request for Information (RFI) seeking vendor input on a relocatable vehicle shelter system for special purpose vehicles in cold weather conditions. The RFI focuses on obtaining detailed information about potential shelter designs capable of housing five 53-foot tractor and trailer vehicles with specific technical requirements. The shelter must be engineered to withstand significant snow loads of 57 psf and wind speeds of 110 mph, and meet relocatable facility criteria specified in DoD Instruction 4165.56. The vehicle shelter is intended to provide adequate storage, maintenance, and environmental control capabilities for vehicles operating in extreme cold environments. The RFI is part of the Air Force Rapid Sustainment Office's (RSO) efforts to identify innovative shelter solutions for specialized vehicle storage.

Contractors interested in responding to this RFI must submit their detailed information electronically to ryan.brenner.3@us.af.mil by April 16, 2025, with no specific restrictions on submission page length. The RFI requests comprehensive information including company background, detailed shelter design specifications, technical drawings, construction methods, environmental control systems, and optional pricing information. Mandatory requirements include vehicle capacity for five vehicles with minimum 10-foot clearance, specific power outlet configurations, and structural load-bearing capabilities. Optional requirements cover additional vehicle capacity, heating systems capable of maintaining temperatures above 32°F in extreme cold, exhaust ventilation, and internal lighting systems. While this RFI is solely for information and planning purposes and does not guarantee a contract award, it represents an opportunity for qualified vendors to demonstrate their capabilities in designing advanced, relocatable vehicle shelter solutions for military applications.

  • Snow Load: The shelter shall be engineered and constructed to withstand a ground snow load of 57 psf, in accordance with UFC 3-301-01 11Apr23 (Change 1 – 2Oct23) and ASCE 7-22.
  • Wind Load: The shelter shall be engineered and constructed to withstand a wind speed of 110 mph with a 3-second gust, categorized as Risk Category II.
  • Relocatable: The shelter shall meet the relocatable facility criteria as specified in DoD Instruction 4165.56.
  • Power Outlets: The shelter shall be equipped with ten (10) standard US NEMA 125VAC 5-15P power outlets.

3.2. Optional Requirements (Objectives)

  • Additional Vehicle Capacity: The shelter should ideally accommodate one (1) additional 53-foot tractor and trailer.
  • Heating System: The shelter should include a heating system capable of maintaining an internal temperature no lower than 32°F year-round, even when ambient temperatures reach -30°F or lower.
  • Exhaust Ventilation: The shelter should include an exhaust ventilation system with sufficient capacity to safely operate the housed vehicles while indoors.
  • Internal Lighting: The shelter should include an internal lighting system to provide adequate illumination for maintenance and operation.

4. Information Requested

Responses should include the following information:

  • Company Information: Company name, address, contact information, and relevant experience in designing and constructing similar shelter systems.
