About this opportunity
The U.S. General Services Administration (GSA) is conducting market research through a Request for Information (RFI) for the Reimbursable Work Authorization (RWA) Processing Replacement project. The GSA is seeking information from industry partners on available systems and platforms to improve the automation and management of RWAs, which are interagency agreements where GSA provides goods and services to other federal agencies, who then reimburse GSA. The RFI outlines the functional, technical, and security requirements for the desired solution, including the ability to create and maintain work requests, assign points of contact, manage customer communications, upload documents, generate reports, and integrate with existing GSA systems. Vendors are requested to provide detailed responses to a questionnaire on their capabilities, as well as estimated costs, assumptions, and deployment timelines. The RFI submission deadline is June 17, 2024.
This is not a set-aside contract, and the GSA has not identified any incumbent contractors. The anticipated contract value or budget range is not specified in the RFI. The GSA is open to utilizing commercial off-the-shelf products and may consider placing the requirement under the 8(a) program. The anticipated RFP release is in Q3 of FY 2025, and the GSA will not pay any costs associated with responding to this RFI.
Notice text
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE FOR MARKET RESEARCH ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS NOT A SOLICITATION.
The U.S. General Services Administration (GSA) is engaging our industry partners in the formative stages of our requirements for contractual support. The Office of GSA Information Technology (GSA IT) - Public Buildings Information Technology Services (PB-ITS) and the PBS Office of Project Delivery Reimbursable Services are looking for ways to better meet the challenges inherent to the growing variety of interfaces, increasing IT capabilities, demanding security needs, and rising expectations of customers. We invite the industry to suggest ideas in technology and business practices that will help us move to the next level of service.
This RFI aims to gather information on systems and platforms available in the marketplace to improve the automation and management of Reimbursable Work Authorizations (RWA). An RWA is an interagency agreement between PBS and a customer agency whereby PBS agrees to provide goods and/or services and the customer agency agrees to pay PBS for the cost of the goods and/or services, including PBS’s indirect costs and fees. Any above-standard service not included in a Rent agreement but requested by the client agency is reimbursable, and thus, PBS must receive an RWA from the client agency to fund these additional services. The solution shall allow GSA customers to submit work requests, which are routed to various POCs for review, processing, and approval, resulting in a formal interagency agreement, an RWA, to execute the requested work.
