About this opportunity
The United States Marine Corps is conducting market research for the Regional Garrison Food Services IV (RGFSIV) contract opportunity, which involves the procurement of comprehensive food service management for garrison Mess Halls located on both the East and West Coasts. The anticipated contract will require the awardee to provide year-round high-quality meal preparation, meal service, and facility management, including the supply and maintenance of all necessary equipment. The Marine Corps issued a Request for Information (RFI) with responses due by November 5, 2024, and subsequently released a draft Performance Work Statement (PWS) on February 3, 2025, requesting industry feedback by February 18, 2025. An Industry Day was held on October 8, 2024, at the Clubs of Quantico in Quantico, Virginia, to allow potential contractors to engage with the government and understand the requirements. The evaluation will consider the optimal business arrangement and contracting vehicle, with the government seeking feedback on pricing structures, areas of responsibility, transition timelines, innovative technologies, and partnership opportunities. The current status indicates that the Marine Corps has consolidated two existing contracts under a single solicitation (HTC711-26-R-0002) as of April 23, 2026, with an estimated contract start date of October 1, 2026.
This contract opportunity involves no specific set-aside designations, though the RFI and supporting documents indicate that the mandated use of AbilityOne nonprofit agencies for certain services must be considered by prime contractors. The procurement will address two distinct regional requirements: 27 garrison Mess Halls on the East Coast and 20 garrison Mess Halls on the West Coast, collectively serving approximately 22 million meals annually across 48 total facilities. While no specific award value or budget range is disclosed in the pre-solicitation materials, the scope of services suggests a substantial contract based on the volume of meals served and the facility management requirements. The NAICS category identified for this procurement is 722310 (Food Service Contractors), indicating that food service contractors are the primary target audience for this opportunity. The consolidation of the two previous contracts under the current solicitation represents a significant strategic shift in how the Marine Corps intends to manage its garrison food services, likely reflecting the government's desire to streamline operations and improve efficiency across both regional areas.
