About this opportunity
The United States Trade and Development Agency seeks scoping and preliminary assessment services for energy and critical minerals infrastructure projects in the Indo-Pacific region, with proposals due September 11, 2026. This procurement is a total small business set-aside under NAICS 541690, restricted to U.S. firms or U.S. individuals, with all contractor and subcontractor personnel required to be U.S. citizens or lawfully admitted permanent residents.
Place of performance is Arlington, Virginia. The contract runs 36 months from award and requires delivery of up to ten Preliminary Assessment Reports, fifteen full Project Reports, one Scoping Mission Report, two Activity Amendment Reviews, and one Final Report, plus one fixed-price reimbursable scoping mission trip (estimated ten business days and fourteen total travel days). Subcontractor use is limited to less than fifty percent of proposed price.
Technical proposals must not exceed ten pages and must address technical approach, technical expertise, proven experience with relevant project types, and demonstrated ability to develop Terms of Reference and budgets for feasibility studies and technical assistance activities. Past performance evaluation is based on three relevant government or commercial contracts performed within the three years prior to proposal submission. Evaluation weighs three equally-weighted non-price factors—technical approach and expertise, past performance, and price—with non-price factors significantly more important than price. The Government reserves the right to award without discussions and will conduct price reasonableness and realism analyses.
All offerors must be registered and maintain active status in SAM.gov from submission through final payment. Questions were due August 21, 2026 at 1:00 p.m. Eastern Time. Amendment A0002, issued August 25, 2026, clarified that no Spanish language or other language proficiency is required, contrary to earlier language in the original solicitation.
