About this opportunity
The U.S. Fish and Wildlife Service, Region 8, issued a sources-sought notice on June 29, 2026, with a capability-statement deadline of July 10, 2026, for non-personnel services to conduct Monarch butterfly habitat and adult butterfly surveys at the San Luis National Wildlife Refuge Complex in California's San Joaquin Valley over a two-year performance period from October 1, 2026, through September 30, 2028.
The contractor will identify Monarch habitat quantity and quality, quantify adult butterfly abundance, document other butterfly species occurrence, create habitat quality maps, and deliver comprehensive data and summary reports. Work is performed at contractor offices and field sites within the San Luis Complex, with surveys following Integrated Monarch Monitoring Program (IMMP) protocols developed by the Monarch Joint Venture. The contractor furnishes all personnel, equipment, supplies, facilities, transportation, and materials; the government provides the special use permit, site locations, IMMP protocol access, and data entry system.
Key personnel requirements include a contract manager with five years of project management experience, a plant field survey lead with three to five years of San Joaquin Valley plant survey experience, a butterfly field survey lead with three to five years of non-lethal butterfly survey experience in the region, and field technicians with at least one year of Central Valley field experience. Monthly milkweed and blooming plant surveys run March/April through June/July each field season; twice-monthly adult Monarch surveys occur during the same periods. Data entry into the IMMP portal is due within one week of each survey event; summary reports are due within two months of each field season's completion. The contract is firm fixed price. Submit capability statements to Joni_Dutcher@ios.doi.gov.
