About this opportunity

The U.S. Fish and Wildlife Service is seeking multiple Blanket Purchase Agreements (BPAs) for heavy equipment maintenance and repair services across Region 4, which encompasses Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Puerto Rico, and the U.S. Virgin Islands. The solicitation covers comprehensive repair services including diagnostics, fluid services, electronics repair, coolant systems maintenance, steering and brake components, engine repairs, paint/body work, and parts replacement for various heavy equipment types such as trucks, cranes, pumps, generators, and boats. Vendors must submit a signed Form 1449, confirm their ability to perform equipment repairs with certified mechanics, and provide detailed hourly labor rates for in-shop and on-site services. The government will evaluate offers based on technical acceptability, price reasonableness, and past performance using the FAPIIS system. The Request for Quote (RFQ) end date is June 23, 2025, at 8:00 A.M. Eastern Time, with potential contractors having approximately two months to prepare and submit their proposals.

The solicitation does not have a specific small business set-aside, though 20% of BPA awards are reserved for small businesses. The total authorized ceiling for this procurement is $12 million, with individual BPA calls not to exceed $7.5 million. The performance period is set for 10 years, specifically from August 1, 2025, to July 31, 2035, providing significant long-term opportunities for selected contractors. While no incumbent contractors are explicitly named, the BPA is structured to allow multiple vendors to receive awards, creating a competitive environment for ongoing equipment maintenance services. The geographic scope is extensive, covering a large southeastern region that includes not just states but also U.S. territories like Puerto Rico and the U.S. Virgin Islands. Contractors will be expected to have certified mechanics and the capability to handle a wide range of equipment repair and maintenance needs across diverse operational environments. The procurement falls under NAICS code 811310 for commercial and industrial machinery and equipment repair and maintenance.
