Notice text

Notice of Intent to Sole Source to the Regents of the University of Colorado for the 2024 Oppenheimer Science and Energy Leadership Program (OSELP).

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to the Regents of the University of Colorado for 2023 Oppenheimer Science and Energy Leadership Program tuition. OSELP is the only program that represents commitment from all 17 Department of Energy (DOE) National Labs through workshops and collaborations with DOE. This is a sole source because OSELP provides the following:
• Programmatic experience that encompasses all DOE missions and program offices, provide Fellows with a systems-level understanding of the DOE-Lab system and the strengths, challenges, and dynamic nature of this system
• Provide Fellows with a rich understanding of the organizational, operational, and partnership dimensions of the DOE-Lab system
• Provide mentorship to Fellows on career development, diversity, equity, and inclusion, the challenges of working within the DOE-Lab system, and strategic assessments of the system
• Develop the Fellows’ ability to critically assess the DOE-Lab system through candid dialogues with senior Lab and DOE leadership on strategic and operational discussions and the development of strategic think-pieces
• Build a network of leaders across the Labs, DOE, and stakeholders
The University of Colorado Boulder is the managing body of OSLEP, responsible for its design and implementation, therefor the only available source for this service. This is considered a sole source to the Regents of the University of Colorado because, to the best of the NETL’s knowledge, based on market research conducted, the University of Colorado Boulder is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on January 23, 2024. Responses must be submitted in writing to the Contract Specialist, Arturo Manantan, via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
