Contractors must provide all personnel, equipment, vehicles, and containers necessary for waste collection and disposal, with specific requirements for twice-weekly emptying of 2-40 cubic yard containers and disposal at Pennsylvania Department of Environmental Protection approved lined landfills. The market research seeks detailed capability statements, pricing structures, past performance with government or commercial clients, and information about container delivery capacity and implementation timelines. The contract structure includes a base year plus four option years, representing a potential five-year total performance period. The procurement falls under NAICS code 562111 for Solid Waste Collection, and the government may utilize GSA schedules or other existing contracts depending on contractor responses. No incumbent contractor information or specific budget ranges are disclosed in this pre-solicitation notice.
