Contractors must maintain all dumpsters in "like new" condition, with no rust, peeling paint, or significant dents, and replace them at no cost if they do not meet these standards. The evaluation criteria will focus on technical ability, past performance (requiring a minimum of 3 previous contracts), quality control, and pricing. Quotes are due by May 29, 2025, at 5:00 PM EST, with a maximum submission length of 50 pages, and all bidders must be registered and current in SAM.gov.
The contract is designated as a total small business set-aside, targeting small business contractors in the Solid Waste Collection industry (NAICS 562111). The place of performance is specifically in Buzzards Bay, Bourne, Massachusetts, with dumpsters to be serviced at the USDA APHIS laboratory. While specific award values are not disclosed, the contract includes detailed provisions for dumpster service frequencies, with the primary dumpsters to be emptied weekly or twice weekly depending on their designated use. The wage determination document indicates prevailing wages for service contract workers in the region, with hourly rates ranging from $15.16 to $66.71 depending on job classification. Contractors will be expected to comply with Department of Labor wage standards and provide services that meet the government's stringent maintenance and performance requirements throughout the contract's potential 5-year duration.
