About this opportunity
The U.S. Army Contracting Command - New Jersey is issuing a Request for Information (RFI) to identify potential contractors for refuse collection and recycling services for the 99th Readiness Division at three Pennsylvania locations: Brookville Memorial USARC, PFC Melvin L. Brown USARC in Clearfield, and MAJ Charles D. Stoops USARC in Punxsutawney. The procurement seeks comprehensive waste management services including container provision, waste collection, transportation, and disposal at licensed off-site facilities, with contractors required to supply all necessary personnel and equipment. Responses must address the appropriateness of NAICS Code 562111 (Solid Waste Collection), provide capability statements with supporting documentation, detail past similar work experience, and clarify any subcontracting arrangements. The RFI also requires companies to submit their business profile information including socioeconomic status, CAGE code, and DUNS number. All responses must be submitted via email to Contract Specialist Leslie A. Sommers and Contracting Officer Jennifer M. Rustwick by Friday, July 25, 2025, at 3:00 PM EST.
This opportunity carries no set-aside designation and represents a pre-solicitation information gathering phase with no current incumbent contractors identified. The contract structure is planned as a firm fixed-price arrangement with a 12-month base year and four 12-month option years, potentially extending the total contract duration to five years. Service requirements specify the use of 4-6 cubic yard dumpsters with collection frequencies ranging from 1-2 times per month depending on the specific facility location. The three facilities encompass significant square footage areas, with Clearfield spanning 108,945 square feet of road area and 2,790 square yards of paved space, Brookville covering 61,515 square feet total area, and Punxsutawney featuring 38,070 square feet of parking area. The RFI emphasizes that responses are voluntary and no compensation will be provided for information submitted, with non-participation not precluding future involvement in any subsequent solicitation.
