About this opportunity
The Bureau of Reclamation, under the Department of the Interior, is conducting market research through a Sources Sought Notice and Request for Information (RFI) to identify potential contractors capable of providing refuse and recycling collection services at New Melones Lake's Glory Hole Recreation Area in Calaveras County, California. The services required include collection and management of solid waste and recyclables across multiple recreation sites, with contractors expected to service up to 28 dumpsters, provide and maintain contractor-furnished refuse and recycling containers, supply 20 cubic yard bins as needed, and respond to additional service requests within 72 hours. Potential vendors must possess legal authority to operate within California's county-administered waste franchise system and demonstrate operational capability to support public health and sanitary operations across geographically dispersed locations including campgrounds, day-use areas, boat ramps, and support facilities. This is a pre-solicitation notice issued for market research and planning purposes only and does not constitute a binding solicitation or government commitment. Interested parties should note the RFI due date of April 23, 2026, though this notice serves primarily to gauge market capability rather than solicit formal proposals at this stage.
No set-aside designation has been applied to this procurement. California Waste Recovery Systems, LLC is currently authorized under the county franchise to provide solid waste collection and disposal services in the applicable service area, representing the incumbent contractor. The notice does not disclose a specific award value or budget range for the contract. Key service requirements include managing up to 28 dumpster locations, providing up to eight 20 cubic yard bin deployments annually, supporting both scheduled collections and on-call services during peak seasons, and ensuring proper waste transport and disposal in compliance with applicable regulations. The government's primary objective in this RFI phase is to determine whether additional firms beyond the current franchised provider possess the legal authority and operational capacity to meet the refuge and recycling collection requirements at the recreation area.
