About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking statistical modeling services to refine cetacean density models for supporting management of cetaceans in the Pacific Islands region. The procurement involves developing density surface models (DSMs) for various cetacean species using ship-based line-transect data, processing survey data, downloading environmental data, estimating input parameters, and validating DSM models for cetacean stocks in the Hawaiian Islands Exclusive Economic Zone. Key deliverables include a complete list of cetacean species for density estimation, processing stock-specific DSM applications, and producing a peer-reviewed publication or report on collective DSM estimates. The solicitation follows FAR Part 12 and 13 procedures for commercial items and simplified acquisition, with evaluation criteria outlined in FAR provision 52.212-2 for commercial products and services. Written quotes must be submitted by 12:00 PM HST on September 16, 2025, to Stephanie.M.Garnett@noaa.gov, with no separate written solicitation to be issued.
