About this opportunity

The Defense Health Agency has awarded a sole-source bridge task order to Cognito, LLC for Referral Management Services supporting 40 Air Force Military Treatment Facilities in CONUS and Alaska, valued at $15,016,287.84.

The justification cites FAR 16.507-6(b)(1) for urgent operational need. A statutory stay of performance is in effect due to a pending bid protest on the underlying competitively awarded task order. The RMCs serve as the central clearinghouse for providers and patients seeking referral information and assistance across 42 Air Force installations serving more than 9 million eligible beneficiaries. Referral Management is mission-critical to the Military Health System, requiring urgent referral processing within two hours. Any service interruption would create immediate and unacceptable risk to patient safety, active-duty readiness, and healthcare operations, including delays in referral processing, clinical coordination disruption, and loss of care recapture.

The bridge task order runs from September 16, 2026 through March 15, 2027 (6 months) at $7,508,143.92, with one option period of equal duration and value. The task order is awarded under the Defense Health Agency Medical Q-Coded Services Support-Next Generation (MQS2-NG) multiple-award contract for small business concerns. The procurement is limited to the minimum scope and duration necessary to maintain uninterrupted service during protest resolution, with bilateral termination clauses included. The underlying competitively awarded task order will resume immediately upon protest resolution and lifting of the performance suspension.

Notice text

This is a nonpersonal services requirement in support of the DHA’s mission to staff and manage Referral Management Centers (RMCs) serving 42 Air Force installations throughout CONUS, Alaska, and Hawaii. Each RMC serves as the central clearinghouse for providers and patients seeking information or assistance regarding referrals and is responsible for the disposition of all referrals.

RMC personnel advise patients regarding their healthcare benefits and coordinate with referring providers and the Managed Care Support Contractor (MCSC) to validate referral accuracy and ensure the appropriate disposition of care. Referral Management is a critical component of the Department of Defense (DoD) and DHA healthcare delivery missions. It supports the patient-centered medical home model, optimizes the use of MTFs clinical specialty capabilities, and helps maintain expeditionary medicine readiness and currency.
