About this opportunity

The Defense Logistics Agency Aviation is seeking to procure a shoulder harne (NSN 7R-1680-014630598-EK) with a quantity of 1 unit, delivered FOB origin. This is a pre-solicitation notice for a unique contract opportunity that requires engineering source approval from the design control activity, emphasizing the need for specialized manufacturing and repair knowledge. The government intends to solicit and negotiate with only one source under FAR 6.302-1, with all responsible sources invited to identify their interest and capability within 45 days of publication (30 days if awarded under an existing Basic Ordering Agreement). Potential vendors must submit comprehensive technical data and meet strict qualification procedures approved by the cognizant government engineering activity. Offers will be evaluated based on the ability to provide the specific part while demonstrating technical competence and meeting source approval requirements.

The pre-solicitation notice indicates no specific set-aside designation and does not mention incumbent contractors or precise award values. The contract is specifically for a flight-critical item, with the government emphasizing that only previously approved sources will likely be considered. Interested parties must review the NAVSUP Weapon Systems Support Source Approval Information Brochures and submit detailed technical documentation demonstrating their capability to produce the item. The opportunity was posted on February 19, 2025, with responses due by May 9, 2025, and potential vendors must be prepared to navigate a complex approval process that may prioritize fleet support needs over standard procurement timelines. Vendors without previous source approval must submit comprehensive documentation detailing their production experience and technical capabilities.
