About this opportunity

The U.S. Army Corps of Engineers Portland District issued a sole-source special notice on June 2, 2026, for a firm-fixed price award to Instamation Systems Inc. for Redtag printers, software, training, supplies, support, and accessories supporting the Hazardous Energy Control Program (HECP) lock-out/tag-out (LOTO) system at Portland District facilities, with a response deadline of June 16, 2026. The procurement is restricted to a single source under 10 USC 3204(a)(1) and FAR 12.102(a) for commercial purchases not exceeding the simplified acquisition threshold. The existing LOTO system hardware and software is end-of-life, no longer supported, and not approved for use on CorpsNet. Redtag is the only brand approved on the U.S. Army Corps of Engineers CIO/G-6 Approved Product Lists for LOTO hardware and software on CorpsNet, making it the sole compliant solution. The system must comply with USACE engineering manual EM 385-1-1 and engineering regulation ER 385-1-31 governing hazardous energy control. Notice text

THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 “SYNOPSES OF PROPOSED CONTRACT ACTIONS”

NAICS 541519, Other Computer Related Services

Response Deadline: 16 June 2026

The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) service, single source procurement to Instamation Systems Inc. for Hazardous Energy Control Program (HECP) management lock-out / tag-out Redtag printers, software, supplies, training, support and accessories to support Portland District facilities.

REASON FOR SOLE SOURCE ACQUISITION:

The statutory authority for this non-competitive acquisition is 10 USC § 3204(a)(1), RFO FAR 12.102(a), Soliciting from a single source for commercial purchases not exceeding the simplified acquisition threshold.

The purpose is to provide Hazardous Energy Control Program (HECP) management lock-out / tag-out Redtag printers, software, supplies, training, support and accessories to support Portland District facilities.

Background: US Army Corp of Engineers Portland District Navigation and Operating Projects have a Hazardous Energy Control Program (HECP) for lock-out/tag-out (LOTO) for all energized equipment, mandated by the USACE engineering manual EM 385-1-1 Safety & Occupational Health SOH Requirements Manual and engineering regulation ER 385-1-31 The Control of Hazardous Energy.  The existing LOTO system hardware and software company no longer exists, is at end-of-life and not supported. Purchase new hardware, software, training, accessories, and services. Redtag brand is the only approved LOTO hardware and software on the US Army Corp of Engineers CIO/G-6 Approved Product Lists for use on the CorpsNet.

Justification: Current system end of life and no longer approved for use on the CorpsNet. Redtag brand is the only approved LOTO hardware and software on the US Army Corp of Engineers CIO/G-6 US Army Corp of Engineers Approved Product Lists for use on CorpsNet. Instamation Systems is the only authorized vendor for Redtag hardware and software products. There exists other vendors of similar software that may perform similarly as Redtag, but none have been evaluated or approved for use on CorpsNet. Similarly, this software has been successfully used by other Districts and maintained by CIO/G-6 personnel.

Impact: HECP lock-out/tag out program is mandatory; failure to replace any of the lock-out/tag-out hardware and software will result in a district-wide stoppage of all preventive maintenance programs, future contracts, and ability to repair equipment.

The Government intends to solicit Instamation Systems Inc. directly for this project on or around 18 June 2026.  At this time, a solicitation does not exist.  All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
