About this opportunity
The Federal Retirement Thrift Investment Board issued a redacted limited sources justification for a sole-source award to Unison Software, Inc. for PRISM Hosting, Operations, and Maintenance Services, effective November 9, 2026, with an estimated total value of $12.465 million over five years. The award is made under FAR 8.405-6(a)(1)(i)(B) on the basis that only one source is capable of providing the required services at the necessary quality level. PRISM is a mission-critical system supporting FRTIB's core financial and administrative operations and processes sensitive agency data. Unison, as the original developer, owner, and integrator of PRISM, possesses proprietary system knowledge, specialized tools, architectural expertise, and historical configuration data essential to performing hosting, system operations, maintenance, help desk support, security and compliance support, and transition services without introducing unacceptable technical, security, cost, or operational risk. FRTIB conducted extensive market research evaluating Federal Shared Service Providers, commercial and government-aligned hosting vendors, in-house resources, and system replacement alternatives; all were determined infeasible due to system version incompatibility, absence of proprietary knowledge, substantial modification requirements, or unacceptable transition risk. The contract consists of a 12-month base period and four option periods. The proposed sole-source approach is expected to reduce operations and maintenance costs by $473,239.90 in fiscal year 2027 compared to the current hosting model while reducing technical risk and ensuring mission continuity.
