About this opportunity
The Department of the Navy Naval Sea Systems Command has awarded a sole-source IDIQ contract to Northrop Grumman Systems Corporation-Marine Systems for Ship Service Turbine Generator (SSTG) requirements supporting VIRGINIA-class submarine availability and maintenance under contract N00024-26-D-4314 on September 4, 2026.
The procurement is justified under 10 U.S.C. 3204(a)(1), only one responsible source. Northrop Grumman is the OEM with exclusive technical knowledge and expertise for SSTG systems. The Navy lacks the necessary technical data package in useable format, Northrop Grumman has refused to provide SSTG technical data claiming proprietary status, and any alternative source would require approximately eight years to qualify and achieve production capability. NAVSEA conducted market research through sources sought notices posted on SAM.gov by multiple naval shipyards between January and September 2023, which yielded no alternative capable sources.
The IDIQ contract has a five-year base ordering period with three one-year options, for a maximum of eight years, with an anticipated start date in April 2025. Over the eight-year ordering period, the Navy anticipates ordering up to 27 ship sets of SSTG long-lead time material and up to 22 SSTG installation efforts. Scope includes inboard and outboard thrust bearing stators, complete ship sets of equipment, repair kits, overhaul, maintenance and repair, refurbishment and modernization upgrades, technical and engineering support with travel, and nuclear-related trade labor support. The first submarine availability under the contract is USS CALIFORNIA (SSN-781) in fiscal year 2027. The Senior Procurement Executive approved the justification on June 4, 2024.
