About this opportunity

The Department of the Navy Naval Sea Systems Command has awarded a non-recurring, sole-source engineering services contract to Teledyne FLIR for integration of the Flexible Cybersecure Radio System onto the Navy configuration of the Man Transportable Robotic System Increment II platform, with statutory authority under 10 U.S.C. 3204(a)(1).

The Navy MTRS II systems are a Modified Commercial Off-the-Shelf version of the Teledyne FLIR Centaur platform incorporating proprietary software. The sole-source justification rests on the Navy's inability to acquire Level 3 Technical Data Package rights from any other source and the significant cost and schedule benefits of leveraging the existing joint program MTRS II solution rather than executing an independent program. Market research efforts—including an RFI closed November 16, 2023, a Sources Sought notice closed July 11, 2024, and a synopsis closed July 31, 2024—identified no viable alternative sources capable of meeting requirements. The contract encompasses integration of FlexCSR onto the Army MTRS II baseline, baseline support to maintain Navy configuration Authority to Operate, engineering support services, and depot support services. Place of performance is Chelmsford, MA (Teledyne FLIR, 19 Alpha Road, Suite 101). The contracting activity is Naval Sea Systems Command, Contracts Office Code 023. Award date was September 23, 2026. The Contracting Officer determined the anticipated cost fair and reasonable; the specific contract value and period of performance are redacted.

Notice text

The Man Transportable Robotic System Increment II (MTRS II) program is a joint program effort encompassing all four US Services managed by the Army's Robotics and Autonomous Systems Program Office.

In order to meet Navy mission specific requirements that were not part of the original Army requirements document, the Navy has decided to establish its own configuration of the MTRS II system.  Integration of the Flexible Cyber Secure Radio System is the key effort and the beginning of this new configuration.

This contract is for the integration of the FlexCSR system onto the Army MTRS II configuration, baseline support to maintain the Navy configuration Authority to Operate (ATO), engineering support services (ESS) and depot support services.

Awarded contract N0017426D1011 to unknown vendor for unknown amount on 2026-09-23.
