About this opportunity

The Department of the Army Materiel Command Army Contracting Command has issued a Special Notice for the Training and Readiness Accelerator II (TReX II) program. The notice is a Request for Information (RFI) aimed at gathering industry input on technological solution development and threat capability replication. Advanced Technology International (ATI) is managing this effort, which focuses on innovative prototype development for military readiness enhancement. The Special Notice was posted on April 15, 2025, with a response deadline of May 27, 2025. The opportunity is categorized under Research and Development in Physical, Engineering, and Life Sciences, specifically targeting national defense R&D services.

The primary objective of the TReX II program is to accelerate prototype development and delivery to improve warfighter readiness through modeling, simulation, training, and experimental validation. The RFI seeks specific industry input, including rough-order-of-magnitude cost and schedule estimates for developing technological solutions that can replicate threat capabilities, with a specific focus on potential developments within a $20M budget. Participation is strictly limited to members of the TReX II consortium, with interested parties required to register through the official website (www.trexii.org). Non-members can request membership by contacting TReXII@ati.org. The consortium aims to support the Test Resource Management Center by developing prototypes directly relevant to enhancing military personnel mission effectiveness and supporting defense platform and system improvements. The RFI represents an opportunity for technology firms to contribute innovative solutions to military readiness and technological development.

Notice text

This Special Notice is to advise interested members of the Training and Readiness Accelerator II (TReX II), as well as other interested members within the U.S. technology base, that a Request for Information (RFI) has been issued by Advanced Technology International (ATI) for input from industry for the following questions only:

1. What is a rough-order-of-magnitude (ROM), cost and schedule estimate, to develop and integrate a technological solution that can replicate a specific threat capability? This ROM is considered non-binding and will be used for the purpose of budgeting for the future execution of the effort.

2. How much of the threat replication capability can be developed and integrated for a total cost of $20M? How long would it take?

The purpose of the Training and Readiness Accelerator II (TReX II) is to spur innovative development, demonstration, and expedited delivery of prototypes to increase Warfighter readiness via modeling, simulation, education/training, experimental validation, and military readiness focused projects. A consortium has been established to develop prototypes directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense (DOD), or to improvement of platforms, systems, components, or materials in use by the Armed Forces. This Request for Information (RFI) is issued under the Training and Readiness Accelerator II (TReX II) OTA in support of the Test Resource Management Center (TRMC).

Interested parties are directed to https://www.trexii.org/ to obtain information regarding this Request for Information. Interested parties are required to be members of the Training and Readiness Accelerator II (TReX II) in order to respond to the RFI. Interested parties who are not members and interested in becoming members should contact TReXII@ati.org. Only members of the TReX II consortium can respond to the RFI.
