Added: Jul 03, 2013 3:09 pm This is a pre-solicitation synopsis. The Air Force Life Cycle Management Center (AFLCMC), Systems Support Contracting Division, Bombers & Battle Management Contracting Branch, E-3, ATCALS, & HFGCS Contracting Section, AFLCMC/HBKKC, intends to award a three-year indefinite delivery/indefinite quantity (ID/IQ) contract for recurring and non-recurring sustaining engineering services for the E-3 AWACS aircraft on a sole source basis to the original equipment manufacturer, The Boeing Company (CAGE: 81205). The Boeing Company has been identified as the only firm that possesses the necessary knowledge, experience, and technical data required to perform this effort.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon market research to include responses to FA810213R0005 sources sought request for information posted on FedBizOps.GOV on 18 January 2013 through 19 February 2013. Performance of this effort relies heavily on the detailed design data and therefore can only be accomplished by Boeing. Technical data adequate for full and open competition has not been developed by the government or is not available from any other source than the OEM, which maintains proprietary rights to the technical data. The Government does not own full data rights for the system; therefore to avoid duplication of costs, the Government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1.

Commercial regulations do not apply to this effort in accordance with FAR part 12. Negotiations and contract award will be conducted in accordance with regulations stated in FAR part 15. The approximate RFP issue date will be 18 July 2013 with an anticipated response date of 16 August 2013. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Electronic procedure will be used for this solicitation. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
