RECOVERY: On or about 16 JUL 2009, this office will issue Request for Proposals for design and construction of the Child Development Center (PN 62832), Fort Carson, CO. The solicitation will close on or about 25 AUG 2009.
This solicitation will utilize HUBZone Set-Aside with a tiered order of precedence.
'Tiered evaluation of offers,' also known as 'cascading evaluation of offers,' means a procedure used in negotiated acquisitions, when market research is inconclusive for justifying limiting competition to small business concerns, whereby the Contracting Officer

(c) If no award can be made at the first tier, evaluates offers at the next lower tier, until award can be made.
Each proposal will be independently rated against the criteria starting with Tier 1. The selection process will be used for multi-tiered competitive source selection process competition in the order established in the Solicitation (i.e. Tier 1. Hubzone; Tier 2. Small Business; and, Tier 3. Unrestricted Full and Open).
A tentative site visit date has been scheduled for 24 JUL 2009.
