The following are questions and answers to solocitation VA-245-09-RP-0181
Q:
1) The VA-245-09-RP-0181 RFP Project: 688-09-020 directs offers to: Submit original and four copies of Optional Form 308 with a bid guarantee as stipulated in the Section Instructions, Conditions, and Notices to Offerors:
However, it is not clear what type of bid guarantee is being requested. Please clarify and advise.
A: Submit original and two (2) copies of Optional Form 308 with a bid guaranty that is valid for a six (6) month period.
Q:
2) Also, how does the VA want the Offerors to handle Task 4 - replacing door lights with screen mesh? Does the Government have a spec for the contractor to use for this or is it to be designed by an A&E with drawings and specs as part of the D/B? What does the VA expect to happen for this task and if design is applicable to these, where in the price schedule should any design related cost for them be placed, in Phase 1 or Phase 4?
A:
Place design related cost in Phase 1
Some time ago the research building had a security inspection.
Many doors have small lights which have steel screen sandwiched between the panes.
A few doors had just plain glass. These doors need to have the light frame disassembled, the glass removed and replaced with glass ( or lexan ) that has steel screening sandwiched or embedded in it to make it more difficult for forced entry. Then reassemble the frame.
Q:
RFI # 3) The VA-245-09-RP-0181 RFP Project: 688-09-020 directs offers to: Submit original and four copies of Optional Form 308 with a bid guarantee as stipulated in the Section Instructions, Conditions, and Notices to Offerors:
However, the 1442 notes 2 copies of the proposal are required. Please clarify and advise.
A: Submit original and two (2) copies of Optional Form 308 with a bid guaranty that is valid for a six (6) month period.
Q:
RFI # 4) Also, the solicitation due date has apparently changed from 8-10-09 to 8-17-09 on Fed-Biz-Ops; however, there does not appear to be an actual Amendment specifically annotating this change. Since the package requires acknowledgment of all amendments, is this an amendment that must be acknowledged in the proposal? Please advise.
A: Refer to original solicitation for this project (VA-245-09-RP-0181) which list all amendments for the solicitation.
Q:
RFI # 5) This project does not appear to affect a roadway as mentioned and info requested in the technical aspect?
5) The Offeror shall describe in a written narrative the plan for phasing the work so that the facility remains operational while utilities and access roadways are realigned. The narrative will also detail how the contractor intends to prepare the site, disassemble, relocate, reassemble, and reactivate utility services to the facility within any specified time limits.
Please advise.
A:
No roadways are involved with this project.
However, if the A/E determines that the existing Fire main serving the research building is too small to accommodate a 16,000 sq. ft. expansion and that the fire main needs to be replaced with a bigger one then, after building the new fire main at some time the research building will have to be switched over to the new main. That will require a utility shutdown, i. e. fire main, to accomplish the switch over.
Q:
RFI # 6) Is there a specific pricing Schedule that bidders are to fill out & submitt?
A: Proposal must show detailed accounting of labor, services, and supply, etc.
Q:
RFI # 7) Page 72 Part III - Proposal Requirements Section E. states "Carefully follow Instructions, Conditions.." this section is not found in the solicitation. Please advise.
A: Submit original and two (2) copies of Optional Form 308 with a bid guaranty that is valid for a six (6) month period.
