About this opportunity
The Export Import Bank of the US seeks to establish a single-award blanket purchase agreement for loan recovery and asset protection services in Spain, with quotations due October 22, 2026, and questions due October 13, 2026. The procurement is set aside for Women-Owned Small Businesses under the WOSB Program.
Place of performance is principally Spain with possible support at EXIM offices in Washington, DC. The NAICS code is 541110, Offices of Lawyers, with a $15.5 million size standard. The estimated aggregate ordering amount is approximately $7.5 million over the five-year BPA period (November 1, 2026, through October 31, 2031), with possible extension up to six months. The Government does not guarantee minimum or maximum case volume, specific claim values, or recovery amounts.
Contractors must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform recovery services, except for Government-furnished property and services specified in the Performance Work Statement. Active SAM registration is mandatory. Vendors must demonstrate active Spain operating capability either directly or through committed subcontractors and local counsel, with Spain-specific requirements including local office locations, personnel, investigators, local counsel arrangements, and Spain licensing compliance. All communications, reports, invoices, and deliverables must be in English and priced in USD.
Pricing is structured under two firm-fixed-price CLINs: CLIN 0001 for per-case Due Diligence Fees and CLIN 0002 for Contingency Fees as a percentage of recovered assets, paid only upon successful recovery. Extraordinary or unusual expenses, including litigation costs, require advance written Government approval. Past performance should be demonstrated through up to two completed or ongoing similar recovery projects, with preference for Spain work and Federal Government agency experience, though Federal experience is not required. Evaluation uses a best-value tradeoff approach. Questions and answers were posted October 15, 2026.
