About this opportunity
The Bureau of Safety and Environmental Enforcement seeks to award a hybrid contract to develop a system to recover oil under solid ice. The contract will utilize firm fixed price, reimbursable travel, and time and materials cost structures. Vendors must be registered in SAM and proposals are due February 6, 2020 by 5:00 PM Eastern. Questions regarding this request for proposal to develop a system for offshore oil recovery in icy conditions are due by January 10, 2020 at 12:00 PM.
There is no set-aside designated for this procurement. All recovery operations are anticipated to take place offshore under ice. The contract value and period of performance will depend on the solution proposed, but the government estimates costs may reach several million based on similar past projects developing specialized equipment for energy extraction in Arctic conditions.
