About this opportunity
The Export-Import Bank of the United States seeks to establish multiple Blanket Purchase Agreements for loan recovery assistance in Mexico, with quotations due October 22, 2026 at 10:00 AM Eastern and questions due October 13, 2026. The procurement is unrestricted and carries no set-aside.
EXIM intends to award up to two BPAs with an estimated aggregate ordering amount not exceeding approximately $7.5 million per BPA over the five-year performance period from November 15, 2026 through November 14, 2031, with potential extension up to six months. Place of performance is Mexico exclusively. Services include collection, servicing, legal enforcement, restructuring, asset protection, and recovery services for EXIM claims where obligors, guarantors, assets, or enforcement activity are located in Mexico.
The NAICS code is 541110 (Offices of Lawyers, $15.5 million size standard); PSC is R418 (Support, Professional: Legal). Contractors must demonstrate credible ability to operate in Mexico with established local capability, qualified personnel, and properly licensed professionals. All communications, quotations, reports, and deliverables must be in English unless expressly authorized otherwise.
Pricing comprises two CLINs: CLIN 0001, a firm-fixed-price Due Diligence Fee per assigned case, and CLIN 0002, a contingency fee as a percentage of recovered assets payable only on successful recoveries. Vendors may propose supplemental or alternative fee structures. Extraordinary or unusual expenses, including litigation costs outside authorized scope, are not reimbursable unless approved in advance in writing by the government. No preliminary caseload or debt information is available at RFQ issuance; case details accompany individual BPA call orders.
Evaluation uses best-value tradeoff on three factors: Technical and Management Approach (most important), Past Performance, and Price. Quotations must remain valid for 90 calendar days. Contractors must maintain active SAM registration at BPA establishment and throughout performance. All contractor personnel must execute non-disclosure agreements prior to commencing performance.
