RECOVERY - HITECH. Please do not reply to this Notice. This action is for EBG BPA contractors only. The government will not respond to inquiries.

The Health Information Technology for Economic and Clinical Health Act (HITECH) and the Patient Protection and Affordable Care Act (ACA) were enacted to achieve three ends: increase patient access to health care services; improve the quality of health care delivery; and reduce health care costs. A primary lever to realize these desired ends is incenting the adoption and use of health information technology (health IT). Among the intents of these statutes was to drive two core elements of health IT: promoting the adoption and meaningful use of electronic health records (EHRs); and creating health information organizations (HIOs) and other entities to facilitate greater access to, and exchange of, the resulting health data for multiple purposes (e.g., clinical, administrative, research, etc.). The purpose of this task order is to develop a short- and long-term Tactical Plan for transitioning towards and implementing enterprise-wide, scalable, and secure exchange of information based on CMS' strategic direction for these endeavors. In addition, this transition Tactical Plan must also include detailed, discrete steps for consolidating CMS various mechanisms for collecting Clinical Quality Measures (CQM) data, which is a major component of strategic and tactical efforts of robust information exchange as CMS moves beyond Fee-for-Service (pay-for-volume) towards pay-for-performance and pay-for-value.
