In compliance with this Act, the Government posts this notice that NNJ10TA06S wasawarded as a firm fixed priced competitive Space Act Agreement using NASA's Space Actauthority and Recovery Act funds to stimulate effort within the private sector to developand demonstrate human spaceflight capabilities. This effort is intended to fosterentrepreneurial activity leading to job growth in engineering, analysis, design, andresearch, and to economic growth as capabilities for new markets are created. The UnitedLaunch Alliance investment is to support on-going human-rating studies and analyses todevelop and demonstrate a Launch Vehicle Emergency Detection System which will respond inreal time to dynamically evolving conditions and provide reliable indication of animpending catastrophic condition.

This effort is intended to fosterentrepreneurial activity leading to job growth in engineering, analysis, design, andresearch, and to economic growth as capabilities for new markets are created. The BlueOrigin, LLC investment is to support selected risk mitigation activities related to thedevelopment of: 1) a "pusher" escape system, which will increase flight safety and loweroperating costs; and 2) a composite pressure vessel, which will lower capsule weight andimprove damage tolerance.

The BoeingCompany's investment is to accelerate their Commercial Crew Vehicle design throughSystems Design Review (SDR) milestone as well as to conduct technology and manufacturingdemonstrations. This design was previously proposed for the Commercial OrbitalTransportation Services (COTS) up through the Systems Requirements Review (SRR) level.

SierraNevada Corporation's investment is with the development of a human-rated spacecraftvehicle that is fully reusable, pressurized, and capable of transporting humans toLow-Earth-Orbit (LEO) and return to earth along a 1.5g glide path and land horizontally. This spacecraft called "Dream Chaser" has already undergone 6 years of design maturityusing the Company's internal research and development funding and a previous unfundingNASA SAA in 2007.

Paragon'sinvestment is in developing an "Air Revitalization System," a long lead component of thelife support subsystem which is integral to the development of a human-rated life supportthermal control system.

Added: Aug 04, 2009 4:11 pm The following information is preliminary and subject to change.NASAs Commercial Crew and Cargo Program is applying Recovery Act funds to stimulateefforts within the private sector to develop and demonstrate human spaceflightcapabilities. These efforts are intended to foster entrepreneurial activity leading tojob growth in engineering, analysis, design, and research, and to economic growth ascapabilities for new markets are created. By developing commercial crew serviceproviders, NASA may be able to reduce the gap in U.S. human spaceflight capability. AllARRA funded activities must comply with its provisions and will conclude no later thanSeptember 30, 2010. The program intends to solicit proposals from all interested U.S. industry participantsto mature the design and development of commercial crew spaceflight concepts andassociated enabling technologies and capabilities. NASA plans to use its Space Actauthority to invest up to $50 million dollars in multiple competitively awarded, fundedagreements. This activity is referred to as Commercial Crew Development, or CCDev.An Announcement soliciting proposals for Space Act Agreements (SAAs) is currently plannedto be released on or about August 10, 2009, with proposals due approximately 45 dayslater. The award of SAAs is planned for November 2009. NASA does not intend to issue a draft of the Announcement but does plan to conduct apre-proposal conference at JSC on August 13th , at the Gilruth Centers Ball Room, at10:00 am, to discuss the solicitation and answer questions. NASA will only consider proposals from U.S. commercial providers as defined by theCommercial Space Act of 1998. The Commercial Crew and Cargo program also manages NASAs Commercial OrbitalTransportation Services (COTS) partnership agreements with U.S. industry to help developsafe, reliable and cost-effective systems to carry cargo and eventually crew to low-Earthorbit and the International Space Station.
