About this opportunity
The Export-Import Bank of the United States seeks to establish a Blanket Purchase Agreement for debt recovery and legal enforcement services in Brazil, with quotations due October 22, 2026, at 10:00 AM Eastern Time. The procurement is set aside for Women-Owned Small Business (WOSB) concerns.
Place of performance is Brazil, with potential work also at EXIM offices in Washington, DC. The estimated aggregate ordering amount under each BPA may not exceed approximately $7,500,000 during the anticipated five-year BPA period from November 15, 2026, through November 14, 2031, extendable up to six months. NAICS code is 541110 (Offices of Lawyers) with PSC R418 (Support, Professional: Legal).
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform loan recovery services, except for Government-furnished property and services. Scope includes collection, servicing, legal enforcement, restructuring, asset protection, and recovery services for EXIM claims involving obligors, guarantors, assets, or enforcement activities located in Brazil.
Pricing consists of two CLINs: CLIN 0001 is a firm-fixed-price due diligence fee per assigned case for new cases, and CLIN 0002 is a contingency fee expressed as a percentage of recovered assets, payable only on successful recoveries. Vendors may propose supplemental or alternative pricing but must submit pricing for both required CLINs. Contingency base includes all monies collected per the Case Assignment Letter and applicable pricing arrangement.
Evaluation uses a best-value tradeoff approach weighting Technical and Management Approach as most important, Past Performance second, and Price as least important. Technical evaluation focuses on credibility of the recovery approach, demonstrated ability to operate in Brazil with established local capability and qualified personnel, understanding of Brazil-specific legal and judicial considerations, management of local counsel and subcontractors, quality controls and reporting, and ability to meet response times. Past Performance evaluation emphasizes projects demonstrating successful recovery outcomes, with greater weight given to work performed for U.S. Federal Government agencies and direct Brazil experience, though Federal Government experience is not required for BPA establishment. Vendors must submit up to two completed or ongoing projects with measurable recovery outcomes and customer references. The Government intends to establish BPAs without discussions but reserves the right to conduct exchanges and may establish fewer BPAs than anticipated or none at all. Questions were due October 13; answers to questions have been added to attachments as of October 15.
