The Forest Service has a requirement for removing and replacing the Avery Creek Cabin and Picnic Area water system in Shoshone County in the Panhandle National Forests near Coeur dAlene, ID. The services required are for furnishing all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for the removal of air tanks and water hydrants, and installing a concrete utility building.

No pre-quote site visit will be conducted but offerors are encouraged to visit the site. Offerors are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. For additional information regarding the site, contact Jayme Berard at 208-769-3034.

The project cost estimate is between $25,000 and $100,000. Davis Bacon wage rates will apply. The total performance period is 45 calendar days after issuance of the Notice to Proceed. It is anticipated that the notice to proceed will be issued around May 1, 2010.

All responsible sources may submit a quote which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render a bid ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//.

The NAICS code is 237110, All Other Specialty Trade Contractors, with a small business size standard of $33.5 Million in gross annual receipts. This contract action will be full and open IAW FAR Part 19.10, Small Business Competitiveness Demonstration Program.

The solicitation package is anticipated to be available electronically on or about February 22, 2010 with an anticipated closing date of March 24, 2010. Copies of the Request for Quote, specifications and drawings can be obtained at http://www.fedbizopps.gov once available for issuance.

ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract. These reports will be made available to the public.

PLEASE DO NOT CONTACT THE GOVERNMENT PRIOR TO SEEING AND REVIEWING THE REQUEST FOR QUOTE.
