About this opportunity
The Export Import Bank of the US seeks to establish one or more Blanket Purchase Agreements for loan recovery and asset protection services in Argentina, with quotations due October 22, 2026 at 10:00 AM ET and questions due October 13, 2026 at 10:00 AM ET. This is an unrestricted acquisition eligible under the Women-Owned Small Business program.
Place of performance is Argentina, with secondary performance at contractor facilities or EXIM's Washington, DC office at 811 Vermont Avenue, N.W. The contractor must demonstrate active operations in Argentina through established local offices, qualified personnel with Argentina-relevant experience, established local counsel relationships, and demonstrated understanding of Argentina's legal and judicial environment. All communications, reports, invoices, and deliverables must be in English and prices stated in US Dollars. Vendors must maintain active SAM.gov registration throughout the BPA period.
The NAICS code is 541110, Offices of Lawyers, with a $15.5 million size standard; PSC code is R418, Support, Professional: Legal. The period of performance runs from November 15, 2026 through November 14, 2031, with potential six-month extension capability. The estimated aggregate ordering ceiling is approximately $7.5 million per BPA. Pricing comprises two CLINs: firm-fixed-price due diligence fees per assigned case (CLIN 0001) and contingency fees as a percentage of recovered assets paid only upon successful recoveries (CLIN 0002). Vendors may propose supplemental or alternative fee structures.
Evaluation uses best-value tradeoff methodology. Technical and Management Approach (most important) and Past Performance combined are significantly more important than Price. Technical quotations must address Argentina capability, proposed key personnel qualifications, Argentina licensing compliance, and past performance. Federal Government experience is not mandatory; successful U.S. Federal Government experience receives more favorable evaluation than private-sector financial recovery experience. The Government intends award without discussions but reserves the right to conduct exchanges. Answers to vendor questions were posted October 15, 2026.
