Recovery Action: This Recovery Action involves two Energy Efficiency and Renewable Energy projects: 1) WIP Recovery Act Implementation and 2) Federal Laboratory Support for Recovery Act Transactions ARRA FY09, revision 4. The WIP Recovery Act Implementation project, accounting for $6,000,000 of the contract award amount, involves UT-Battelle, the Management and Operating Contractor for the Oak Ridge National Laboratory (ORNL), providing weatherization training and technical assistance. The expanded training includes new and existing participants in the weatherization program with the areas covered including, but not limited to, the expanded requirements, processes, procedures, software, and techniques all of which are undergoing enhancement on a dynamic basis. Revision 4 to the project entitled Federal Laboratory Support for Recovery Act Transactions ARRA FY09 provides $300,000 to the effort involving UT-Battelle providing direct technical assistance to the Energy Efficiency Conservation Block Grant (EECBG) Recovery Act recipients. This includes UT-Battelle assisting with developing and planning energy efficiency conservation strategies and plans, and project activity sheets in preparation for the recipients submitting applications. The DUNS number is 0991142870000.
Rationale for using other than a fixed price and/or competitive award: As the Management and Operating (M&O) contractor, UT-Battelle is responsible for all activities at ORNL and the facilities located at the site. The Statement of Work (SOW) for the ORNL M&O contract primarily addresses the conduct of basic and applied research and development (R&D) to advance scientific knowledge, the nation's energy resources, national security and environmental quality and to strengthen educational foundations and national economic competitiveness. However, also included in the SOW are requirements for many other non-R&D types of work consistent with the Department of Energy's mission. The work referenced in this synopsis has been reviewed by the Contracting Officer and determined to be within existing scope. UT-Battelle anticipates numerous subcontracting opportunities for American Recovery and Reinvestment Act (ARRA) funded projects and plans to conduct competitive, fixed-price procurements for much of the work. Many of the subcontracting opportunities will be directed at small businesses. Points of contact for specific projects involving subcontracting opportunities at ORNL are reflected at the following web site: http://www.ornl.gov/adm/contracts/majorprocs.pdf
