Update #2 ·
Recovery The Engineer Research and Development Center is seeking proposals under their current Broad Agency Announcement (BAA) that will be awarded as a result of funding under The American Recovery and Reinvestment Act (ARRA) of 2009 (hereafter referred to as the Recovery Act). Pre-proposals are requested under Construction Engineering Research Laboratory, Facilities Division, Topics CERL 4 and CERL 7 in the following areas (See the BAA (http://www.mvk.usace.army.mil/contract/docs/BAA.pdf pages 48-52 for a complete description):
(CERL Topic 7-1) Microgrid Field Scale Demonstration develop, validate and demonstrate the microgrid concept, methodology, and technology integration, through modeling and simulation. Validation of system performance of the resulting microgrid design may be performed via a field-scale demonstration at a subset of buildings that are part of the Field Artillery Training Center at Fort Sill, Oklahoma. Total available funding for proposals received under this topic: Up to $3.5 million maximum. The scope of this effort is such that we anticipate the duration of the project(s) will be eighteen (18) months or less.
(CERL Topic 4-1) Energy Security Assessments and Islanding Methodologies - develop energy security self-audit model including metrics to describe the energy security state of critical missions and utilize this with existing Anti Terrorism/Force Protection processes. Total available funding for proposals received under this topic: Up to $7 million maximum. The scope of this effort is such that we anticipate the duration of the project(s) will be eighteen (18) months or less.
Please note the following additional requirements for this topic:
A proposer must demonstrate its ability to receive and access sensitive material. All appropriate security safeguards must exist prior to receiving sensitive information. No extension of the proposal due date will be granted based on inability to acquire security accreditations in a reasonable timeframe.
Additionally, a proposer must provide a letter or email letter of interest from the Energy Manager or higher official at the Army installation(s) which the proposer intends to engage for demonstrating energy security self-audits or obtaining site specific information for energy security methodologies or analyses.
(CERL Topic 4-2) Ultra Low Energy Community Systems develop concepts, methodologies, integrated technologies, and validations by modeling one or more Army installations within the context of Master Planning an orderly approach to changing the typical Army installation to an ultra low energy consuming community that achieves: (1) Reduced energy wastes and greater use of energy conserving (ultra-low energy) technologies, (2) Maximized use of renewable energy technologies, and (3) Optimized Life-Cycle Cost. Total available funding for proposals received under this topic: Up to $3 million maximum. The scope of this effort is such that we anticipate the duration of the project(s) will be one (1) year or less.
