RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): HDT Engineering Services, Inc., W911QY-10-C-0020 for Lightweight, Flexible Cost Effective Solar Energy Photovo
A firm fixed price contract has been awarded to HDT Engineering Services, Inc. 415 Wolfe St., Fredericksburg, VA in response to solicitation W911QY-BAA-09-11-1 for Topic Area 8.d for new technologies that will benefit shelter electrical systems such as high efficiency lighting and field photovoltaic systems. The research and development effort will focus on the design, development, and production of prototype single and three-phase microgrids to manage multiple EPS inputs augmented as needed by fuel-fired generators. Smart-Fault tolerance, allowing the system to continue to provide power as individual components fail or are taken off-line is a critical attribute of the grid. The microgrid will include intelligent generator controls for integrating the Tactically Quiet Generator (TQG) family into the network as a backup or as auxiliary power during periods of peak demand. Grid tie technologies will be integrated, maximizing the benefits of alternative power sources when combined with an intelligent generator network. The modularity and mobility of the system makes it applicable for many military and civilian uses, whether expeditionary or semi-permanent, and provides increased Warfighter sustainability through reduced fuel consumption and increase power reliability. The period of performance will be for twelve months commencing on December 15, 2009 through December 14, 2010.

The research and development effort will focus on research, development, characterization and integrations of new energy storage solutions into the contractors existing Expeditionary Power System (EPS). The system consists of three components, each of which is man-portable: a Balance of Systems (BOS) control unit, an Expandable Battery Pack (EBP), and a flexible thin-film Expandable Solar Array (ESA). This product may be used to provide 24 VDC power to shelter, military vehicles, communication devices, lighting, unmanned aerial vehicle control systems, and weapons systems and could be connected to an inverter to provide power to most 120 VAC applications. The goal of this effort is to develop a replacement alternative EBP utilizing ruggedized lithium-ion battery technology. Due to its man-portability, it could be used anywhere in the operating theatre, and several systems could be banked and used as an energy cushion or used as the main energy source for small power grid systems. The period of performance will be for twelve months commencing on December 15, 2009 through December 14, 2010.
Update #2 ·
RECOVERY - A firm fixed price contract has been awarded to Powerfilm Inc., 2337 230th Street, Ames IA in response to Solicitation W911QY-BAA-09-11-1 Lightweight, Flexible, Cost Effective Solar Energy Photovoltaics. The research and development effort will focus on developing a small, rugged, lightweight portable Balance of System (BOS)/microgird to provide a versatile and reliable source of electrical power without adding excessive weight to the Soldiers load. The microgrid system will be suitable for use with portable flexible solar panels and typical soldier-carried rechargeable BB2590/BB390 batteries. A combined battery charger/AC module will be developed that a Soldier can carry and utilize the output from various power sources in order to generate a low power 120VAC output (~200W). Additionally, a battery cradle will be development that holds multiple batteries and is capable of generating a higher output level of ACO power (~1KW). The period of performance will be for twelve months commencing on December 15, 2009 through December 24, 2010.
