About this opportunity

The 921st Contracting Battalion at Wheeler Army Airfield, Hawaii, is conducting market research to identify local businesses in Palau capable of recovering UAS debris from land and shallow water, with recovery operations to begin on August 1, 2026, following completion of live-fire exercises. This is a pre-solicitation notice for market research purposes only; no solicitation or contract award will result from responses.

Performance will take place in the Republic of Palau, including possible support in or near Koror, Airai, Goikul, airports, seaports, staging areas, waterways, and other exercise support locations to be identified by the Government. Recovery operations must be completed within 24 hours of exercise conclusion, with all visible exercise-generated debris removed from the designated area by August 2, 2026.

The contractor must recover approximately 36 expended UAS units and associated components: lithium batteries (3S 3300mAh LiPo), fuel residue (91 octane gasoline mixed with 2-stroke oil), electronics (flight controller, transceiver, GPS), and UAS structural elements including ABS wings and tail sections, PE fuel tanks, Luan Plywood fuselage sections, aluminum motor mounts, and carbon-fiber spars. The contractor will supply boats for shallow-water recovery and manual labor for beach recovery, and will dispose of all recovered material. Existing trash or marine debris is excluded from recovery scope.

The Government seeks information regarding available supplies, equipment, labor, transportation, vessels, and support services in Palau and will not compensate respondents for submissions. Responses should address capability to support the described recovery operation.
