About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting a firm fixed-price contract for the reconditioning of Hubtex Missile Side Loader (MSL) drive units and provision of spare parts through a sole-source acquisition with Hubtex North America, Inc. The Navy seeks to have two Hubtex VQ 45/4 drive units inspected, reconditioned, and returned to operational status, along with the delivery of requisite spare parts including roller chain, master links, seal kits, a GE motor controller, and tires with hubs. The work must be performed by a Manufacturer's Authorized Service Provider in compliance with applicable NAVSUP and NAVSEA technical manuals, with particular emphasis on certification for ordnance handling per MSC QMS procedures. Award evaluation will be based on technical capability including delivery date, past performance, and price with no relative order of importance. The solicitation closes on April 15, 2026 at 10:00 AM PST, with anticipated award on or about April 27, 2026, and all questions should be directed to contracting officer J. Brian Fergus at James.B.Fergus2.civ@us.navy.mil.

This procurement includes no set-aside designations and is designated as a sole-source award exclusively to Hubtex North America, Inc., justified by the necessity for seamless integration of the drive units into the existing Hubtex MSL system, the OEM's proprietary technical data and specialized tooling requirements, and the government's lack of possession of the technical data package needed for competition. The contract covers the reconditioning of two drive units with delivery required by June 12, 2026 to NRCC Singapore Wharves in Singapore, with final shipping coordinates to be determined at delivery. The place of performance is located in Fredericksburg, Virginia. No specific budget or award value is disclosed in the solicitation documents, though the firm fixed-price structure applies to both the reconditioning work and delivery of required reports, including an Ordinance Handling Certificate. All offerors must be registered in SAM.gov and provide required company information including CAGE code, contact details, and business size classification.
