Paragraph 1:

The Department of the Navy Naval Supply Systems Command is issuing a pre-solicitation notice for the procurement of radio receivers, repair, and modification services. The item in question is a critical flight component with unique design and engineering requirements, necessitating acquisition from an approved source. Interested parties must demonstrate the necessary technical expertise, manufacturing knowledge, and ability to meet the Government's quality standards. Offerors not currently approved will need to submit detailed information as outlined in the NAVSUP Weapon Systems Support Source Approval Information Brochures. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, but will consider all responsible sources who respond within the specified timeframe.

Paragraph 2:

This procurement is not set aside for any particular business category. The current approved source(s) retain the relevant data rights, knowledge, and technical data that are essential to maintaining the quality of the part. The Government has not determined the requirement can be satisfied through the acquisition of commercial items. The solicitation identifies a quantity of 16 units, with delivery to be made FOB (Free on Board) Origin. The time required for approval of a new source may preclude delay in award, and the Government reserves the right to continue the procurement based on fleet support needs if source approval cannot be processed in time.
