About this opportunity

The Defense Information Systems Agency is soliciting commercial telecommunications services for intra-Europe circuit connectivity through this restricted access Request for Quote (RFQ) issued on December 18, 2025, with responses due by January 19, 2026. This procurement targets wired telecommunications carriers classified under NAICS code 517111 and requires offerors to be registered under the appropriate NAICS code with valid UEI or CAGE code credentials to access solicitation attachments. Qualified telecommunications providers must submit pricing structured as monthly recurring charges (MRC), non-recurring charges (NRC), and applicable tier pricing for additional service months, with specific service dates and acceptance criteria outlined in the attached RFQ documentation. The solicitation incorporates standard commercial item terms and conditions under Federal Acquisition Regulation (FAR) provisions 52.212-1 through 52.212-5, along with DITCO Basic Agreements referenced in Section M of the solicitation document. Evaluation will be based on compliance with the detailed requirements and pricing competitiveness as outlined in the acquisition documentation, with final award decisions incorporating the stated provisions and clauses in effect through the current Federal Acquisition Circular and DFARS publications.

No small business set-aside applies to this solicitation, and the restricted access nature of the requirement limits competition to entities meeting the specified registration and qualification criteria. The solicitation does not identify incumbent contractors or specific award values, though the nature of commercial intra-Europe circuit services suggests potential performance across European telecommunications infrastructure. While the specific quantity, duration, and total contract value are not disclosed in this notice, the RFQ format and commercial item classification indicate this represents a defined scope of work with established service parameters. The place of performance is identified as intra-Europe operations, requiring vendors capable of delivering and maintaining telecommunications circuits across the European region. Interested telecommunications carriers should ensure registration under NAICS 517111 and prepare detailed cost proposals with MRC and NRC structures before the January 19, 2026 deadline.
