About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure reactor repair and modification services under NSN 7H-5950-014382605 for five units of REACTOR part number 900-21846. The government has determined it does not own the data or rights necessary to competitively procure this specialized repair service, making it uneconomical to purchase the data rights or reverse engineer the components. This pre-solicitation notice indicates the government intends to negotiate with only one source under FAR 6.302-1 authority, though all responsible sources are invited to demonstrate their interest and capability. The deliveries are destined for DLA Distribution facilities in New Cumberland, Pennsylvania and Tracy, California. The response deadline for this opportunity is September 30, 2025, with the original posting date of March 25, 2025.
This procurement is designated as a Total Small Business set-aside, restricting competition to qualifying small business entities. The contract involves a quantity of five reactor units requiring specialized repair or modification services, with deliveries split between two DLA distribution centers on the East and West coasts. No specific incumbent contractor or potential award value is mentioned in the notice, though the government's acknowledgment that data rights acquisition would be uneconomical suggests this is a specialized, potentially high-value technical service. The timeline spans approximately six months from the posting date to the response deadline, indicating a deliberate procurement process for these critical electronic components classified under PSC 5950 for Coils and Transformers.
