About this opportunity
The Marine Corps Recruiting Command (MCRC) is seeking Network Support Services for its Recruiting Command Enterprise Network (RCEN), focusing on comprehensive IT infrastructure management and support. This pre-solicitation notice outlines requirements for technical services including program management, enterprise service desk, integrated network support, cybersecurity, enterprise directory and messaging, data center optimization, enterprise architecture, continuity of operations, and cloud migration services. The contract aims to maintain network availability at 99.9%, support over 6,000 users across 1,500 CONUS and OCONUS sites, and manage complex network infrastructure with specific cybersecurity protocols. Responses to this market research announcement are due by 2:00 PM EST on June 9, 2025, and must be submitted in PDF format to designated USMC contacts. Participation is voluntary, and respondents should understand that this is not a formal Request for Proposal and responses will not be used for contract evaluation.
The opportunity is designated as a Total Small Business set-aside, specifically categorized under NAICS code 541513 for Computer Facilities Management Services. The contract structure includes a base period of 12 months with four potential 12-month option periods, primarily to be performed at MCRC Headquarters in Quantico, VA. While specific award values are not disclosed in the pre-solicitation documents, the comprehensive nature of the services suggests a significant potential contract value. The technical scope requires contractors to support MCRISS legacy and next-generation systems, implement cloud migration strategies, and maintain specific cybersecurity certifications aligned with DoD and Marine Corps policies. Contractors will need to demonstrate expertise in supporting mobile users, cyber readiness, network monitoring, Risk Management Framework compliance, and cloud cybersecurity initiatives to be considered competitive for this opportunity.
