About this opportunity
The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, MD, intends to award a sole source cost plus fixed fee task order to Raytheon for Contractor Engineering Technical Services (CETs) at Fleet Support Team (FST) North Island. The procurement involves engineering services and logistics support for F/A-18 and EA-18G radar systems, specifically the AN/APG-65/-65(V)/-73/-79(V)1/-79(V)4 Radar Systems. NAVAIR plans to negotiate under Raytheon's existing Corporate Basic Ordering Agreement (BOA) N0001920G0007 or a follow-on BOA, justifying the sole source approach under 10 U.S.C. 2304(C)(1) and FAR 6.302-1 because only Raytheon possesses the necessary technical data as the original equipment manufacturer. The government does not own complete F/A-18 drawing packages with Government Purposes Rights, making Raytheon the only responsible source capable of satisfying the agency's requirements. All inquiries must be submitted to Contract Specialist Laurelle Brown-Hill by March 6, 2025, and this is explicitly not a request for proposal.
This procurement does not utilize any set-aside designations and Raytheon is both the incumbent contractor currently providing these services under a Commander Fleet Readiness Center (COMFRC) contract vehicle and the intended sole source awardee. The opportunity falls under NAICS code 541330 for Engineering Services and PSC code R706 for Support-Management: Logistics Support. Raytheon serves as the sole designer, developer, manufacturer, and supplier of the radar systems in question, having originally developed and integrated these systems for the F/A-18 and EA-18G aircraft platforms. Companies interested in subcontracting opportunities are directed to contact Raytheon directly through Christopher Short at christopher.short@rtx.com. The contract structure will be cost plus fixed fee, though specific award values, quantities, or service timelines are not disclosed in this pre-solicitation notice.
