About this opportunity

The Department of the Air Force Pacific Air Forces (PACAF) has published a Special Notice for a single-source procurement of RAWS (Radar Approach Warning System) Radio Communication Test Kits to be used at Misawa Air Base in Japan. The 35th Operations Support Squadron (35 OSS) requires these kits to perform preventative maintenance, configuration, and troubleshooting on air traffic control radios.

The purpose of this Special Notice is to solicit from a single source, as the 35 OSS has determined that only the Viavi CX-300 Test Kit and CM300/350 Kit can meet their requirements and match their existing inventory. The due date for this requirement is September 25, 2024, and no set-aside is being used. The Air Force indicates steps will be taken to preclude future single-source or brand-name contract awards for this requirement.

35th Contracting Squadron intends to negotiate with TESTFORCE USA, INC. under the authority of FAR Subpart 13.106-1(b), Soliciting from a single source, to purchase RAWS Radio Communication Test Kit. Interested parties that believe they could satisfy the requirements listed above for the Government may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a request for competitive quotations. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government no to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Any questions regarding this notice must be submitted in writing via Email to 2d Lt. Hunter Closs at Hunter.closs.2@us.af.mil and Michiko Yoshizawa at michiko.yoshizawa.jp@us.af.mil no later than 25 Sep 24 at 13:00 (Japan Time).

35 OSS needs to perform preventative maintenance, configuration, and troubleshooting on Air Traffic Control radios maintained by 1C8X3 (RAWS) career field. Additionally, 35 OSS needs a product that is capable of syncing communications between Air Traffic Control Radios and radios on the ground during operations. The required products must match existing inventory used by 35 OSS.
