About this opportunity

The U.S. Customs and Border Protection (CBP), a civilian agency within the Department of Homeland Security, has issued a Special Notice regarding a potential sole source contract award to ORBCOMM, Inc. The notice specifically pertains to procuring a combined satellite/terrestrial data feed using National Marine Electronics Association (NMEA) 0183 standards to support Air and Marine Operations. This Special Notice, posted on February 28, 2025, announces CBP's intent to issue a Firm Fixed Price contract directly to ORBCOMM without a competitive bidding process. The anticipated contract period will run from April 1, 2025, through March 31, 2026. The notice emphasizes that this is neither a request for proposal nor an invitation for bids, and no formal solicitation is currently available.

Contractors interested in this opportunity must submit a capabilities statement demonstrating their ability to meet the contract requirements by March 7, 2025. The primary objective is to obtain a raw data feed that covers vessel traffic in North, South, and Central Americas, which will directly integrate with the Air and Marine Operations Surveillance System (AMOSS) to enhance maritime domain awareness capabilities. ORBCOMM has been identified as the sole source due to their exclusive ownership and infrastructure of satellites and ground stations providing this specific AIS data. While the notice indicates no specific set-aside for the contract, interested contractors are encouraged to contact the Contract Specialist, Nykia Warren, via email at nykia.warren@cbp.dhs.gov if they believe they can fulfill the requirements. The procurement falls under the Satellite Telecommunications NAICS category (517410) and involves IT and Telecom service components, with the contract value not exceeding the Simplified Acquisition Threshold.
