About this opportunity

The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking engineering services to develop, test, and evaluate measurement plans for rudder tapers as part of a Rudder Analysis Verification and Evaluation (RAVE) system development. The contract aims to leverage the existing Shaft Taper Analysis Verification and Evaluation (STAVE) system to improve digital inspection and analysis of rudder stock/casting tapers. Contractors must demonstrate at least 5 years of experience with STAVE interface, analysis software, and system procedures. Quotes are due by December 12, 2024, at 12:00 PM EST, and must be submitted to armel.a.ngo.civ@us.navy.mil. The government will evaluate proposals based on the contractor's technical expertise, experience with similar systems, and ability to handle Controlled Unclassified Information (CUI).

The solicitation is not set aside for any specific business category, though it appears to be open to small businesses under NAICS code 541330 with a size standard of $25.5M. Propulsor Technology Inc. is the intended sole-source contractor due to their unique expertise with the existing STAVE system and familiarity with naval shipyard inspection processes. The contract will be a firm-fixed-price agreement with a two-year period of performance from December 18, 2024, to December 17, 2026. Work will be conducted at contractor facilities, with the primary place of performance located in Westlake, MD 20817. Key deliverables include reports on candidate inspection technologies, lab mockup test results, mechanical design concepts, and final technology recommendations, with a required delivery date of September 30, 2025.
