About this opportunity

The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) is seeking to acquire 2 rapid deployable 10-meter tower systems for upcoming field campaigns to support forecasting of fire weather. The towers must be able to be deployed in less than 2 minutes, weigh less than 50 lbs, withstand winds up to 75 mph, and have mounting points for various meteorological sensors. This is a sole-source procurement, and NOAA intends to negotiate with only one source, Acclima Inc., under the authority of FAR 13.106-1(b)(1)(i) for compatibility with existing equipment. Interested parties may submit written notification to the Contracting Officer, Gabrielle Land, by September 12, 2024 indicating their interest and capability to meet the requirement.

This procurement is set aside for small businesses. The contract award details, such as the dollar amount and line item numbers, are to be determined at the time of award. The total quantity to be acquired is 2 rapid deploy tower systems, which will be used in Oak Ridge, Tennessee to support the forecasting of fire weather during field campaigns beginning in fall 2023 and beyond, funded as a component of the Infrastructure Investment and Jobs Act (IIJA).

  6. Description:

The Department of Commerce, NOAA Acquisition and Grants Office (AGO), Office of Atmospheric Research (OAR), Air Resources Laboratory (ARL), Atmospheric Turbulence and Diffusion Division (ATDD) has a need to acquire a rapid deployable 10 m tower systems for one of the upcoming field campaigns.  ATDD will be involved to support the forecasting of fire weather during field campaigns beginning in fall 2023 and beyond that are funded as a component of the Infrastructure Investment and Jobs Act (IIJA). Two mobile boundary layer measurement trailer  systems will be constructed for this study. The tower needs to be deployed in less than two minutes, less that 50 lb, withstand winds up to 75 mph, and have mounting points for our various meteorological sensors. 

ATDD seeks to purchase 2 rapid deploy  tower systems  that will  include:

The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1)(i), Compatibility to existing network, systems or equipment. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
