About this opportunity

The Department of the Interior's Interior Business Center issued a Limited/Sole Source Justification Notice for Application Operations and Maintenance support of the Rangeland Administration System (RAS), which serves the Bureau of Land Management's grazing administration operations. The contract was awarded to NexGen Technologies Inc. on August 13, 2025, under contract number 47QTCA22D007C, though the award amount was not disclosed. The RAS system processes approximately 18,000 grazing applications, 2,200 grazing authorizations, 21,000 bills, and 13,000 compliance inspections annually, eliminating manual processing for these critical BLM functions. The sole source justification was based on NexGen Technologies' proven performance, firsthand knowledge of the existing system, and ability to provide cost-effective services without operational disruption. The contract consists of a 6-month base period with a 6-month option period, serving as a bridge while BLM prepares for a full recompetition of the requirement through an upcoming Blanket Purchase Agreement (BPA). The award represents a logical follow-on to NexGen's existing GSA Schedule contract and supports a small business while ensuring continuity of this mission-critical system.

Notice text

The Performance Work Statement (PWS) for the Rangeland Administration System (RAS) outlines the requirements for Application Operations and Maintenance support. The RAS provides grazing administrative support and management reports for the BLM and the public. The RAS serves as an electronic calendar for issuance of approximately 18,000 applications and 2,200 grazing authorizations (Permits, Leases, and Exchange-of-Use Agreements) per year, eliminating the need for manually processing these forms. The RAS also creates approximately 21,000 bills, and 13,000 compliance inspections per year. The RAS provides grazing bill distribution information to the Collections and Billings System (CBS) for tracking, collecting, and distributing grazing receipts. Additionally, the system maintains electronic files about allotments, authorizations, and grazing bill history that is also used for internal and external reporting. Awarded contract 47QTCA22D007C to unknown vendor for unknown amount on 2025-08-13.
