About this opportunity

The Naval Sea Systems Command (NAVSEA) is conducting market research through a Request for Information (RFI) for a Range Training Support Craft (RTSC), a specialized 95-foot aluminum hull vessel designed to support Navy training range operations. The vessel will feature a raised pilothouse, transom ramp, deck cranes, and a 200 square foot Electronics Equipment Compartment, with specifications including a crew capacity of 6 plus 6 operations personnel, cruise speed of 12 knots, and 7-10 days endurance capability. Key requirements include the ability to operate in Sea State 3 and survive in Sea State 5, twin diesel engines, 5.5-ton deck cranes, navigation equipment, habitability features with four staterooms, and weapons foundations. Interested parties must submit a five-page capability summary detailing company information, production capabilities, vessel characteristics, and approximate pricing. The response deadline is 2:00 PM EST on October 1, 2025, with the overall RFI due date of November 21, 2025.

This procurement opportunity has no set-aside designation and is open to all U.S. interested parties, though the government encourages participation from small businesses, veteran-owned businesses, and women-owned businesses. No incumbent contractors are mentioned in the documentation. The Navy plans to award a contract in fiscal year 2027 for delivery of one vessel to COMPSUBPAC, SUBREADRON 33 in Pearl Harbor, Hawaii, though no specific budget range or award value estimates are provided in the RFI. The procurement timeline indicates a two-year planning horizon from the current market research phase to the anticipated contract award. This RFI is strictly for informational and planning purposes, with the government explicitly stating it represents no commitment to issue an actual solicitation or contract, and all response costs must be borne by the responding parties.
